This is your Northwest report for Monday, July 25, I'm David Sparks and in view of the ongoing series of mishaps and misunderstandings between our nations police and certainly, the black community, we have an opinion from, Norm Stamper, former police chief in Seattle, an officer for more than 30 years who led the Seattle Police Department from 1994 to 2000. Since his retirement he has spoken out a great deal on policing. If you asked the question what is wrong with the police, his answer is: “In a word it is broken. Probably has been since its inception. The organizational arrangement is what is most dysfunctional. It is a paramilitary, bureaucratic, top down rigidly operated organization that distances itself from the community that police officers are hired to protect and serve. What I wanted to do most in my career was change the institution.
